Introduction to PSU Petrol pump dealership
Keeping in mind the escalating need for energy resources in our country, the Public Sector Units of oil marketing – Indian Oil Company (IOC), Bharat Petroleum (BPCL) and Hindustan Petroleum (HPCL) have jointly invited bids for opening 55,649 petrol and diesel outlets in India. The 60% of the outlets will be run on the dealer-owned-dealer-operated model. Previously, these PSUs mainly owned the outlets with the dealer entitled to only operational rights.

The following are the features of the petrol pump dealership:
For the dealer-owned-dealer-operated model, computerized draw of the application will be done by an independent agency in order to ensure transparency.
The company-owned-dealer operated outlet rights will be given through a bidding process.
Two categories of location have been set for the purpose- regular retail outlets which include highways, urban and semi-urban areas within municipal limits and rural retail outlets which are outside the municipal limits.
The location of the retail outlets will be identified by the company and you will be able to bid for the location as mentioned in the notifications.
There is an additional non-refundable bidding amount ranging between Rs. 5 lakh to Rs. 30 lakhs which is applicable based on the type of dealership and area.
There are reservations for SC/ST/OBC, government employees, defense personnel, freedom fighters, outstanding sports person, and physically challenged people in some states.
The application fee for the non-reserved category is Rs. 8,000 for a rural outlet and Rs. 10,000 for a regular retail outlet. This amount is non-refundable and can be paid online.
The offer is open now and closes on 15th May, 2019.
There are certain land criteria to be met by the applicant.
What is the eligibility criterion for individuals /proprietorship / partnership?
For individuals: The applicant has to be a resident and citizen of India between the ages of 21 to 60 years. The minimum educational qualification of the applicant is 10th passed from any school or Board.
For sole proprietorship: In case of individual applicants, applying as a sole proprietor, his/her spouse will be made a partner of 50% share unless the spouse is already employed or he/she does not wish to become a partner
For partnership: In case of partnership, each partner should meet the criteria mentioned in the individual category. However, the land owned by the partners will be treated as owned by the proposed firm as a whole.
What is the eligibility criterion for Non-Individuals?
Non-individual applicants mean Government bodies or agencies, co-operative societies, companies or charitable trusts. The following is the eligibility criteria-
The applicant has to be registered in India.
The date of registration has to be at least 3 years prior to the date of application.
Registered Societies or Companies should have made a net profit for previous 3 consecutive financial years.

This was earlier opened in all states. In some states this is closed. Now this is still open for Bihar, West Bengal, Rajasthan, Telangana, Madhya Pradesh, Chattisgarh and Mizoram.

Step-1 – Visit https://www.petrolpumpdealerchayan.in
Step-2 – Click on the register button and fill all details
Step-3 – Click on Generate OTP button. OTP would be sent to your mobile. Enter OTP and submit. You would get the login details to your email ID. (Login would be email and password would be sent to your mail)
Step-4 – Login to the portal with email ID and password
Step-5 – Fill the application form under “Available Advertisement”. If you have already applied, you can view them under “Applied Advertisement”
You can see all available locations. Select the location you want to apply. Click apply button for that location. After this, you would be redirected to a particular location. You can fill all required fields.
Step-6 – Once you have filled all the details, click on “Submit and proceed to pay”. If you have just saved it, then go to “applied advertisement” and click on “Pay online payment” and make the payment

You can edit the application details before you submit the application online.
2) What documents required to upload while submitting the dealership application form?
You need to scan the photograph and signature and upload. Apart from these 2 documents, there are no other documents to be submitted online. There is no requirement of either signing copy or sending it through the post.
3) I want to delete my account details, can I do it?
If you registered your account details, however specified incorrect email ID, the website would delete the account within 30 minutes. You can recreate if required with correct details
4) Someone used PAN card pertaining to you, what should you do then?
In such case you can approach Territory/Regional/Divisional Office of Oil Marketing Company to correct the PAN card used by someone else.

5) Can I add / change land details after making the payment?
You can add/change land details before making the payment and before you click “Submit”. Once you do this, you cannot make any changes.
6) I made the payment, however confirmation not received, what should I do?
You need to login and check if “pay now” is appearing. If it appears, it means that the payment is not processed. You can make the payment again and complete the application.
7) Please elaborate more about Affidavit details?
Affidavit to be submitted by the application should contain all latest details, however the date of the affidavit should be after the advertised date. These need to be submitted along with Annexure XA / XB to the oil company as and when they inform you.
